總之，提案辦理協商制度的確立是人民政協提案工作長期實踐經驗的理論總結，是社會主義協商民主理論的發展創新。隨著提案辦理協商的不斷制度化和規范化，這一重要的協商民主形式將在社會主義協商民主發展進程中發揮更為重要的作用。

Consultation System for Handling Proposals: Theoretical Thinking and Policy Analysis

Abstract: Proposal-handling consultation emerges alongside the establishment of the proposal work system, becomes gradually institutionalized and standardized as the proposal-related work deepens, and is an important form of the consultative democracy of the Chinese People's Political Consultative Conference (CPPCC). The Party's Eighteenth Congress clarifies the consultation for handling proposals, then it enters into a period of rapid development. Investigation and study of the connotation, evolution, changes and existing problems concerning consultation for handling proposals contributes to both understanding the socialist consultative democracy and providing certain reference and suggestions for practices of consultation for handling proposals, thus it has important theoretical and practical significance.
